Dragon society is complex, with a leader of each type governing over their breed. This leader is also part of a larger council, which decides the fate of all the dragons. The council is made up of 20 dragon leaders and 1 avatar of the Dragon God, Sheo. The individual leaders rule over territory disputes, mating rights, hatchling raising, and other minor things. All decisions can be appealed to the main council, if the main council then agrees to make a decision on the subject, that ruling is final. The other way to appeal is to bring the problem and the opposing party to the arena, where they will battle, though not to the death, and the winner is considered "right". Each dragon is solitary, until a mate is found. All eggs are deposited into a nursery, where a matron raises them until they are old enough to go off and survive alone. This matron is called "Draca" by the younger dragons, and is usually one of the eldest dragons in the council's territory.

Each dragon, as they reach the age of 50, begins to gather followers, or "Kindred" as it is known to the dragons. The races of kindred vary depending on the type of dragon and often live in the home that the dragon has made; they are completely loyal to the dragon of their own free will. They will not do anything to harm the dragon, nor steal his treasure. A dragon knows if someone is lying to them about wanting to be kindred, and will often eat the offender. Kindred have no real rights in the council, only those that their master will allow, and they would not have it any other way. These people are bound to the dragon of their own will and will try any and all means to get back to their master, should they ever be taken away from him. For purposes of security, the kindred will kill themselves if they are captured and placed in a cell of any kind.

"Rogue Dragons" are not as common as a "Council Dragons", and are killed on sight. Any dragon that does not follow the will of the Council is subject to banishment and exile; they are then hunted by loyal members of the Dragon Council.
